		<description><![CDATA[The Beat Project is a peer-based community network and online resource for all beat users... whether you identify as gay, straight, bisexual, transgender, queer... single, married or just curious.

The Beat Project was initiated by beat users in response to unacceptable <a href="http://www.beatproject.org.au/police-activity/">police harassment</a>, and the inappropriate response by NSW Police and ACON to address vigilante behaviour and homophobic violence against beat users.

The Beat Project is not supported by ACON and their Anti-Violence Project (AVP) who Chair the 'Beats Working Group' - a 'network of government agencies' that includes Attorney-Generals Dept, NSW Police, City of Sydney Council, and Dept of Health.

The 'Beats Working Group' advises local councils and community groups on ways to eradicate beat use... they advocate for 'Crime Prevention' strategies that encourage homophobia and vigilante activity, and they've ignored hate-related violence toward beat users... their approach continues to put our safety at risk.

as officer have exercised a power and accessed your records, it's then noted in COPS that you were approached -- even though you haven't done anything wrong... guidelines indicate they cannot record this information simply because you're in an area that's a 'known beat'...

we're aware that council workers will harass men, and have previously raised concerns about homophobic violence and 'non-responsive' GLLO and police officers.

This does little to build trust and encourage men to report hate-related crimes against them, and we're alarmed that <strong>Chief Supt. Donna Adney</strong> would allow signage that encourages homophobia from her officers, council and the public... we also question whether council can legally remove doors on public toilets as this is a violation of privacy.

If you experience and/or witness any homophobic violence or vigilante activity by local residents, council workers and/or police officers... it's important that you immediately <strong><a href="../report">REPORT</a></strong></strong> the incident.

<b><strong>April 20</strong></b> -- the gang of homophobic youths confront and trap two men, hit one man on the head with metal pole and spat at them... then demanded their wallet and phone, and threaten to kill them... 

<b>April 8 - 10.40pm</b>  -- the gang of homophobic youths - which includes several young girls, assaulted a man in the park...</strong> the incident was reported to Charlestown Police.

<b>Remember, you have every right to be in a public place at any hour of the day — officers CANNOT harass and intimidate you simply for being in the area and/or assume what you're doing there... and they certainly CANNOT make any inappropriate/homophobic comments — this is vilification and a prejudice motivated (hate-related) crime.</b>

If approached, remain calm and be polite… <b>if you believe you are being harassed and have not been charged, you have the right to calmly walk away</b> — ask for the officers name, rank and station (which they must tell you) and politely advise them you will be making a complaint – and walk away… officers cannot detain you unnecessarily, falsely arrest you, or use unnecessary force.

Be aware that officers may look for other reasons to harass and/or charge you... remain calm… if possible, avoid going to your vehicle as officers may attempt to further intimidate you by performing a breath test and/or search your vehicle… stay close to others in the area to keep safe and provide witnesses.

<p>officers MUST be uniformed and visibly display their identification badge - be aware some officers may refuse to provide their name, rank and station when requested.

<p>officers MUST provide their name, rank and station on approach and before they question and/or search you.

<p>officer must patrol in pairs at all times.

<p>you're allowed to ask an officer to provide their name, rank and station - which they MUST tell you - and they should also tell you why you've been approached and searched. <b>Officers can't search you for condoms and/or make comment if you're carrying them.</b>

<p>officers are discouraged from making inappropriate and/or homophobic comments, and can't ask if you're a 'homosexual' and/or assume what you're doing in the area.

<p><b>officers CANNOT ask if you know if the area is a 'gay beat'.</b>

If you're approached by a 'plain-clothed officer', make sure you ask to see their identification... if in doubt or they refuse, if you feel uncomfortable and threatened, remain calm, attract attention and call for help, move to safety. Alert others of any trouble in the area. 

Don't allow officers to harass and intimidate you... if you believe you were treated unfairly, ask for the officers name, rank and station, and advise the officer you will be making a <a href="http://www.police.nsw.gov.au/services/additional_services/complain_about_a_police_officer">COMPLAINT</a>, calmly walk away. <b>As summer approaches and the weather gets warmer, remember to always be aware of your surroundings... local residents often contact police and/or often engage in vigilante behaviour, so try not be a nuisance -- always be discrete and move away from the area if there are too many people

Also be aware there's an increased chance that you may encounter local vigilante residents and bashers - especially during school holidays... report any hate-related (prejudice motivated) crime immediately
